the health nurse needs to find an interpreter who speaks her language to explain the risk of not getting the vaccine and ease her fears of getting it.

Her culture is in another country. If she wants her children to go to school in the US they really should have their shots. If they want to live in the US they need to follow US laws, not the laws in their homeland.
