Is it legal for one parent to change a child's name on their Health Card without the other parent's consent


Is it legal for one parent to change a child's name on their Health Card without the other parent's consent.?
The parent's have joint custody and the child lives with the father in Quebec. The name that she was given at birth and what she was christened as but after the separation, without any consent whatsoever, the child came for her visit and the health card read a different name. He placed his last name in it. I.E. Her name is Ann May Hope and it now reads Ann May Ritney Hope. Could anyone give me any ideas on finding out if this is legal or fraud?

Did she ever have a card in the other name? Provincial Health Departments sometimes have unusual naming procedures. It's usually not possible (or very difficult) to CHANGE the name, and they may require both names in order to allow both parents to deal with the child's medical needs. Quebec specifically has different rules regarding the mother's name, so perhaps this is some offshoot of those policies. I'm in BC, and we've essentially given up on trying to convince the BC Medical that my son has NEVER gone by his mother's maiden name (nor does she, and yes, we were married and she was using her married name long before he was born). But that's the way they have it on file, and we cannot seem to change it. Bureaucracies, don't you love them?

she has adhd, but we make too much to qualify for her to get disability. her indepentent policy keeps getting higher with less benefits( bcbs blue advantage) we also make too much for health choice any help?-just barely

If it really is "just barely", you might want to talk to an accountant to find deductions. The accountant's fee would count for one. With enough deductions, you might be able to lower your income and get her into health choice. Your other good option is to find employment with a company that will put her on a group. Good luck.

With a diagnosis of ADHD, you're not going to get an individual company to take her on, and cover any mental health issues - which is what ADHD is classified as. So you're stuck with the current plan, unless you switch jobs and your new employer gives it to you.

I am willing to bet that the GOP held a meeting and told Bush to veto that bill and have their people permission to vote yes...... This way the republicans can publically distance themselves from a president with horrible ratings for the next election. Bush can't run again, thankfully his career is over....the rest of the republicans can show how bipartisan and caring they are...and no one even talked about the money numbers that popped up over the weekend regarding Iraq...perfect timing (way to use a news cycle!!!!) We were all too focused on the veto. and we Democrats helped! Look at the numbers....$ Veto 35 Billion for American children and spend $190 Billion on Iraq and ask for $189 Billion for 2008 (associated press has the numbers) They baited and switched (like how now we are in Iraq for freedom and terrorism when we really went for weapons that were never there)....and we all went for it! I wasn't trying to argue if the bill should or should not have passed...I'm just wondering if anyone else finds the timing funny? Also.....Paula....WERE? Where are you new sources? Some conservative rag? Not one crediable source has come up with anything...and don't you think the republicans would be all over it if they could show us the weapons? Unless they are waiting for elections.......but I'm off point. I assure you, I have plenty of news sources include a boy over in Iraq training Iraqi's so they can come get us again.....just like we trained Bin Laden to..... Yes, the bill allowed for did not give, health care for an income of up to $82,000...a lot in my state, not so much in New York.... Let's say your employed and make $82,000.......your company goes on strike (no Cobra)....about that time your doctor notices your son is a bit pale and runs a test.......cancer.....Sorry no help for you!!!!!!!! Middle class welfare GIVE ME A BREAK!!!!! It gave room for extreme circumstances.....not a promise of coverage.

This issue was probably the first I have agreed with Bush on in seven years. I have lived in 2 States that have the insurance program involved in this legislation. It is a sham as far as who is covered. Don't believe that it covers only low income children. It covers ANY child. The thing I hated the most though, was the fact that it was going to be subsidized by a tobacco tax of $.61 per pack. Spread the cost to everyone and I MIGHT agree a bit more.

this appears to be a bad bill, congress seems to make a mockery of any attempt to come up with logical financially stable plans that will not make government the heath watchdog over the people. states should be the ones who monitor these plans for their people as they know their needs the best. what is wrong with this bill...do some deeper digging and you might have your eyes opened as to the long term affects on us all.

Yes, it was part of the Democrat's plan to get the middle class on welfare. Poor children have medicaid. This bill provided free healthcare to children of parents making 82 grand a year. If people cannot afford their children they should not be having them. I agreed with the veto. PS - weapons were there - don't you think with all that warning that Saddam was smart enough to move them. And soldiers have found where they were stashed. You might want to consider a different news source.

How is double health insurance coverage handled for child when parents are divorced?
1)Father required by court decree to carry child on health insurance 2)Mother enrolled child on new hubby's plan through employer Which is primary and secondary? I understand that it is usually determined by subscriber's birth date (which would make #2 primary), but is this the case when there is a divorce decree involved? Mother says keeps getting bills not paid because ins company wants to know when insurance #1 became effective. She states the entire problem is b/c she doesn't have in her possession an insurance card for father's insurance. Father has given copy of card to dr office. What is the real issue here? The card or the double coverage?

the primary is the one that has been in place the longest and should pay the bulk of any bills then the secondary should pick up from there

I work at a health care clinic and it should be up the the clinic to verify eeligibility I would take all documents such as the divorce decree stating the father provide insurance and your cards, and provide a copy, depending on what kind of system they should be able to bill primary ins. oh! and YOU contacting the insurance copy would make it alot easier as well, they'll ask for the same documents.

The real issue is double coverage. My guess is that the new husband's insurance takes a back seat to the biological father's insurance due to the court decree. Call the doctor's office and ask them to check the issuance date on the insurance card and then call back insurance company number 2 with the date. Save the date because insurance company number 2 will probably want to update their records on a periodic basis. BTW, the subscriber's birth date has nothing to do with which is primary.

I smell urine for 10 hours a day, it is soooo strong. I would like to confront my boss with proof that the smell of urine can effect us. I have been sick since I started there and I am sure it is from smelling urine. I have not been successful on the web finding the effects of urine and our health. Please Help...

It would seem to me you need to find another career. If you are sick, then get out.

If you sniff glue you can kill some brain cells but no smelling urine is not harmful. It is better to smell urine than to smell car exhaust outside. Also you can drink urin you know that is what the tell people stranded by oceans. There is more water and less salt in urine so you can drink it up. Smelling it is not harmful even though it is unpleasant.

Dont know about the smell, but urine can carry many airborne bacteria which is bad for you're health. So if you can smell it, odds are, you are breathing in the bacteria. I'm a carer myself, and I still hold my breath when changing the pad, of an incontinent person, that has been on the whole night!

You have not been sucessful because it is not harmful- the fumes anyway. If it were, lab technicians in hospital labs would have died long ago. Urine smells because of the small amount of ammonia compounds present. Urine is also sterile for the first 24 hours or so after it leaves the body. If he is urinating on carpet, that would of course hold the smell and become unpleasant- but not hazardous unless you were getting it into your mouth for some reason. People who begin working around children often notice they are sicker at the beginning. This is because children are learning their sanitary habits, but have not perfected them. They tend to spread bacteria over a wider area, because they do not always cover to cough or sneeze, or wash up after the toilet. You can combat this risk by scrupulous hand cleanliness habits of your own, and waiting for your own immune system to meet the new challenge. This is the only option you have, beyond a career change. It doesn't sound as if you are very happy with this one.

Technically, urine is sterile when it comes out of the body. I don't think the smell can really harm you. BUT, it's not a pleasant smell and the mental connotations can probably make you feel physically ill. Smelling something you think is gross all day can make you feel sick. If you can't handle it, you probably shouldn't be working there. This child can't help it, and he needs people who can deal with the smell of urine.

During pregnancy, how much does the mother's diet effect the child's future health?
My mother, while she was pregnant with me, consumed a huge amount of sugar. The doctor actually told her to stop because it was messing up some levels in her blood. Later on, when I was 8 years old my doctor thought I was hypoglycemic. I would shake if I didn't eat as soon as I was hungry. I've never in my life been able to feel true health and energy. I have more energy than I've ever had in my life, but if I have a full active day... I am exhausted for the next 3 days. I cannot handle any processed ingredients whatsoever. I have to eat a strict diet of raw fruits, raw veggies, good oils (like olive oil)... I've even become gluten-intolerant (although I eat gluten in the morning). Being I'm only 22 years old... I don't understand why my body is so sick (which contains TONS of symptoms like horrible allergies, intestinal issues, etc). I ate like the average american child growing up. Although, I did find a tape of my parents letting me drink coke and eat pizza at 2 years old. What I mean by my body being unable to handle foods. I get symptoms like... foods will cause me to wheeze, intestinal issues, blurry vision, faintness, numbness in my fingers and toes, dizziness, etc.. Random, but she ate a ton of reeces peanut butter cups.... and to this day, the smell of chocolate and peanut butter blended makes me incredibly nauscious. I'm not pregnant, and there is no chance of pregnancy. I am only asking about my mother in relation to me.

A mothers diet effects the baby a lot. My sis found out she was pregnant and stopped drinking and smocking. She now eats only the healthiest for her baby. LOL -girlz4God

the eating the pizza and coke thing don't worry about it. what u need to do is go to the docter ur seeing for ur pregnancy and ask him/her if its alright to eat this or that or have a strict diet while im pregnant. ur docter will know the most on what u should have and what the baby needs

Let me put it this way ~~~ if a mother does cocaine during her PG the baby will be born addicted but the baby can outgrow the addiction and become clean. Some or a lot of cell damage is done to the infant due to what mother put in her system and the child is stuck with that damage for life. Common sense says that is true for anything the mother ingests. Follow your doctors orders or pay the price.

If eating pizza and coke as a baby caused many long term problems then half the children on the planet would be messed up.You say you are gluten intolerant but you eat gluten in the mornings,why? If you know this stuff doesn't agree with you,but you still eat it,then that is most likely your problem.The thing you mentioned about your mother eating peanut stuff when pregnant could have affected your tendency to allergies,but a peanut allergy would have affected you seriously before now.Try eating no gluten at all,if that doesn't help,go back to your doctor,maybe more food allergies are showing.
