My daughter's father is dropping her from his dental insurance coverage. Is this ok?

No... if you want it included get it in writing with the divorce agreement. Not ok if he drops her and you don't have insurance.

Read the court order. If dental coverage is required, he must include it. If the order does not specify that dental coverage must be included, he is not required to keep her on dental insurance.
