I do not see how one thing can be taxed to distribute the income from that to a select group. the tax does not benefit all equally.

Pot smokers would pay for it with an added tax, but the government is too cowardly to tax them.

Higher cigarette taxes have been shown to be the most effective way of discouraging teenagers from starting. The higher the taxes, the lower the teen smoking rate. I for one would be willing to pay a bit more to accomplish that.
