What kind of decisions should include the child parents and what is okay for the foster parents to do. Just a few examples: 1-birth control 2- involuntary circumcision (infant-toddler) 3- any elective surgery 4- any controversial proceduree 5-procedure that goes against their religion I must include: 6- radical therapy such as rebirthing.

none, or very little. Clearly there is probably a very good reason that said child is not in their care. If it is just a matter of a short amount of time before they are returned to their parents then the parents should have some, very little, say in what happens. But more often than not a child is in foster care because the parents lack of ability to take proper care of their child.

actually if they have not gone to TPR (termination of parental rights) you have A LOT of say and can participate and be at any appointments... I think most girls can actually get BC without parental input anyway... but with circumcision, elective procedures, anything that is not standard therapy is actually prohibited by federal law (so once again, we ask HOW DO THOSE PEOPLE doing RAD therapy get away with it) if you do not want you child on psychotropic medication, then you can actually push to have it stopped, etc... heck, they cannot even cut your child's hair without your approval in most places.. you also have to be sought for all educational related decisions, etc... and sign the IEP, etc... this is of course if they have not gone to TPR... sure, most of the people they snatch kids from don't know that... but it is federal law, you are still the parent and they must honor your wishes, and plan to return the child to you ASAP... if only you could afford a lawyer, or get some legal group on your side here, sure the fp took the kid to the doctor and school and signed for those shots, but really could make no medical decisions... I even had one kid who I strongly believed did not need to be on ADHD meds, her teachers all felt she did not need to be on them, a Dr. prescibed them and thus she had to take them because the SW got the parents to sign the form... and I could go on... but if you have not gone to TPR you can push issues if you are wealthy enought to hire a lawyer (but then if you were your kids probably would not be in foster care)

In our area the natural parents have little to no say in the health care of their children in foster care. Thats because, while in foster care, the children are temporary wards of the state and as such the director of children's aid has the legal say in their medical care. In fact, when our daughter was with us as a foster child, prior to adoption, my wife and I had most of the say in her medical care. The only thing we couldn't do was authorize surgery but other then that, through the Director and the TGO, we had authority for authorizing immunizations, routing medical checkups, treatment of any illnesses. Numbers 2 and 3 on your list would not be allowed. Number 4 is pretty broad so I'm not sure what you are getting at and as far as #5 is concerned, from what I see when looking at my authorization form, anything like that would not be within my scope either although a Dr could order what ever is required. If the child was sick or injured and required surgery and/or a blood transfusion...the Dr would rule as to the need for surgery rather then wait for authorization (in emergency situations) and the same for blood transfusions. I believe, from what is in our guide book, the States need to ensure medical care trumps the religious tennents of the non-custodial parents while in foster care. Now, should the natural parents have a say? I guess that would depend why the child is in foster care.

I knew a boy who's father had died and mother was too sick to take care of him so in that case i think that the birth parents should have a large say in the matter but if it is a reason other then that the child is in foster care then the foster parents should have the say.

Considering that 65% of the children in foster care nationwide are there because of issues of their family's poverty, I believe that natural parents should have the huge authority in decisions of medical and psychological treatments, particularly one like Rebirthing, where the children are put thru horrible trauma and even die. That should continue until all attempts at reunification have ended and the parental rights are terminated. They are the parents and their rights have often been violated, too.

IMO, I think that the natural parents should have a lot of say if the TPR has not been done. However, as I believe that routine infant circumcision is genital mutilation and a barbaric, dehumanizing procedure that rapes a baby of his right to own his own body, I do not believe that ANY person, should have the right to make that decision, other than the owner of the genital in question. This INCLUDES circumcisions done for religious reasons. Birth Control I feel the same about. I believe that teens are going to have sex if they want to, and they should be allowed to protect themselves and obtain abortions even without parental consent. Other than that, I believe that parents (especially those whose children are in care because of poverty) should have the say.

TPR or not? If TPR, NONE and chances are the bio-parents don't care anyway. By the time TPR has happened, the bio-parents have been given so many chances...in my opinion, if TPR happens, the bio-parents are so selfish and wrapped up in their own problems and issues that they probably can't and don't think about their children. If not TPR, they should definitely have a say in many things, UNLESS they are so abusive that they are dangerous and it is known that TPR is going to occur. Before my bio-parents had their rights terminated, I could not have different haircuts and could not have some dental work that I needed. The dental work was actually a medical problem, but it could not be done. IN my case, they could not find my bio-mother to talk about it, so they had to wait a certain amount of time to call it "abandonment." Then TPR...and once TPR occurred, I got my teeth fixed.

The natural parent is still the parent and if a foster parent decided to put your daughter on birth control you have an absolute right to punish them in a way they will never forgot. Just don't get caught. Re-birthing is a prime example of psychobabble used by people who are not competent in their fields. Do what is necessary to regain custody. There could be circumstances where your wishes should not be honored. Such as praying for a sick baby to get well instead of getting a shot from a doctor. But is issues of sexual morality they have no right to impose immoral beliefs onto your children. Not now. Not ever. 8~)

Foster care is different from adoption. Major decisions such as circumcision, other elective surgery, procedure against their religion should be made by the natural parents. Foster parents make day to day minor decisions. I think that is the law.

I think they should have a huge say in medical treatment, ear piercing, hair cutting etc unless their parental rights have been terminated OR their wants and desire is contraindicated in the best interest of the child. Elective circumcision?? Yes, the parent should be able to have the final say. Circumcision because of acute phimosis....no the doctor should make that decision as that is necessary for the child's health. I beleive parents should even be involved with the treatment of bottle rotted teeth and tubes for severely infected ears....both conditions often happen before the child comes in to foster care. As far as re birthing......I think it is a crock of bull and should be deemed child abuse in and of itself and anyone who uses this on another person/child should be prosecuted.

Alot. Foster care is not suppose to be forever. It is suppose to end when the parents can parent their child(ren) in a healthy, good way. Just because a child is in care does not mean that the mother and father have lost all rights in saying how their care goes. We were not even allowed to cut our foster child's hair without permission from mom first. Even now, if I found out my son was terminally ill, the first thing I would do is contact his mother, so they could be together.

I think that the birth parents should be able to give their opinion. But the children are wards of the state. The parents could not take proper care of them so others should make the final decision. I have found as a foster parent that my kids parents are more concerned about me getting their hair cut or their ears pierced, something as a foster parent I need their permission to do.
