In New York State, can someone put their live in boy/girlfriend's children on their health insurance. Or the live in partner for that matter?

No. You can add your stepchildren, but not the children of anyone not related to you. You'd have to marry the partner, for their children to be able to be added on.

Generally not. But it would depend on the provisions of your specific insurance plan.

To be covered under your health insurance they must be related to you by blood, marriage or legal adoption.

Not while the situation is still as you described. However, if they marry the adult and/or adopt the child, then yes (for the child in either case, for the adult only if they marry, not through adoption).
